Os parlamentares do Brasil têm os mais altos salários, benefícios e penduricalhos da América Latina: mesmo contabilizado o aumento de 47% que os hermanos do Parlamento da Argentina ganharam – apesar da inflação de 40% prevista para este ano no país de Mauricio Macri, onde o salário geral caiu 10%, as aposentadorias, 15%, onde 32% dos argentinos estão na linha da pobreza, onde um tarifaço dolarizou os serviços públicos e e num momento em que o Governo argentino se nega a discutir reajustes salariais com os sindicatos.
Somados o salário e as verbas adicionais, um legislador argentino pode ganhar o equivalente a até 26.240 reais, pouco mais de 15 salários mínimos de 8.060 pesos (1.718 reais).
Mas os deputados e senadores do Brasil lideram a lista, com um salário de 33.763 reais por mês, cifra que quase triplica quando são somados cerca de 50.000 reais que recebem os deputados a título de auxílio-moradia, passagens e ajuda de custo. Além disso, eles têm direito a cinco voos mensais e 97.116 reais para pagar até 25 funcionários de gabinete. No caso dos senadores, além do salário, eles recebem mais de 69.000 reais para o apoio para as atividades parlamentares. Os senadores brasileiros também recebem 159 mil reais como verba de gabinete para pagar até 55 servidores. No Brasil, o salário mínimo atual é de 880 reais.

A crise econômica na América Latina atrai atenção para um problema antigo: a disparidade entre os ganhos dos parlamentares e o salário médio dos cidadãos que representam. O Brasil tem o maior rendimento para deputados e senadores da região, seguido de Chile, Colômbia e México. A Argentina não está no primeiro pelotão, mas está no centro da polemica da vez. A inflação de 40% prevista para este ano no país de Mauricio Macri não é um problema para seus deputados e senadores. Num momento em que o Governo se nega a discutir reajustes salariais com os sindicatos, os parlamentares ganharão 47% a mais por seu trabalho no mês de outubro. A elevação se soma a outra, de 31%, aplicada em março, resultante de um acordo salarial envolvendo todos os funcionários do Congresso. Desta vez, porém, os legisladores não mexeram no seu salário básico, preferindo em vez disso até duplicar as verbas extraordinárias – para passagens aéreas, auxílio-moradia e gastos de representação, por exemplo. As cifras, definidas por consenso entre os deputados e senadores, permite que os congressistas somem o equivalente a 8.320 reais a um salário que já é de 17.920. O aumento aconteceu neste mês, para surpresa de muitos legisladores. O deputado Néstor Pitrola, da Frente de Esquerda, decidiu abrir mão da verba adicional por considerá-la moralmente condenável. “O salário geral caiu 10%, as aposentadorias, 15%. Vivemos uma situação de recessão econômica complicada, com 200.000 demissões e um tarifaço que dolarizou os serviços públicos. O contraste é obsceno, imoral”, diz Pitrola.
Somados o salário e as verbas adicionais, um legislador argentino pode ganhar o equivalente a até 26.240 reais, pouco mais de 15 salários mínimos de 8.060 pesos (1.718 reais). O salário mínimo foi fixado em maio deste ano e já ficou 3.000 pesos abaixo da cesta básica de alimentos calculada pelo INDEC (Instituto Nacional de Estatística e Censos) para medir o índice de pobreza. A última medição oficial, divulgada no fim de setembro, apontou que 32% dos argentinos são pobres. Cálculos extraoficiais realizados pela Universidade Católica Argentina (UCA) estabeleceram que desde janeiro 1,4 milhão de pessoas caíram abaixo do limite da pobreza e não ganham o suficiente para comer. “O salário [dos servidores do Congresso] já aumentou 31% em março, e agora, sobre isso, subiram 100% os gastos de representação, passagens e auxílio-moradia. Isso num país onde a metade ganha menos de 8.000 pesos por mês”, queixou-se Pitrola.

O pódio é completado pelos congressistas colombianos, com 30.080 reais por mês, sem contar ganhos extras. O salário mínimo colombiano é de aproximadamente 750 reais. Um pouco abaixo se encontra o México, com um salário líquido de 22.400 reais, que pode chegar a 48.000 quando acrescido das verbas extraordinárias. O salário mínimo dos mexicanos é um dos mais baixos da região: 320 reais.
