“Sério?”, reage o deputado sueco David Josefsson, entre discretos risos de incredulidade, ao ouvir que no Brasil um único parlamentar (o senador Izalci Lucas, do PSDB-DF) já chegou a ter 85 funcionários durante o mandato. No sistema sueco, nenhum parlamentar tem direito a secretário ou assessor particular. Cada partido político representado no Parlamento recebe uma verba restrita para contratar um grupo de assessores, que atende coletivamente a todos os deputados de uma mesma sigla. E estes recursos cobrem, em média, apenas a contratação de um assessor para cada parlamentar.
“Não vejo problema nenhum. Esta é a nossa realidade, é a forma como trabalhamos. Não é irreal fazer um Parlamento funcionar com uma quantidade limitada de assessores”, diz à BBC News Brasil o deputado David Josefsson, membro do conservador Partido Moderado e presidente da Associação Sueco-Brasileira de parlamentares do Riksdag (Parlamento sueco).
“Também me parece que empregar um número exorbitante de assessores é um desperdício de dinheiro público”, avalia Josefsson. “Evidentemente, estamos falando aqui do dinheiro dos contribuintes, e é claro que os políticos devem ser cuidadosos ao gastar este dinheiro.”
No Brasil, os deputados federais têm direito a contratar até 25 funcionários, e os senadores, o dobro disso.
No Parlamento sueco, o gabinete de sete metros quadrados do deputado David Josefsson é a prova cabal de que ali não cabe sequer um único assessor particular.
Assistentes pessoais para deputados também não existem na Suécia: apenas os líderes partidários e o secretário-geral de cada partido contam com um auxiliar para tarefas como agendamento de reuniões e viagens.
“Todos os deputados devem cuidar de suas próprias tarefas pessoais”, diz Thomas Larue, diretor do Secretariado de Análise e Pesquisas do Parlamento sueco e doutor em Ciências Políticas.
Rotina sem assessores particulares
David Josefsson conta como é a vida de um deputado sem assessores particulares – e também sem verba extra para alugar escritório na sua base eleitoral, diferentemente do que ocorre no Brasil.
“Às segundas e sextas-feiras, como todos os demais deputados, desempenho atividades na minha base eleitoral, que é a região de Gotemburgo. Meu partido tem um escritório na cidade, mas eu não tenho direito a ter uma mesa ali. Portanto, quando estou em Gotemburgo eu trabalho de casa, com meu telefone e computador”, diz.
Nas bases eleitorais, grande parte do tempo de um deputado também é dedicado a participar de debates, além de reuniões com eleitores e diferentes grupos da sociedade civil.
“Como qualquer outro deputado, quando trabalho de casa eu faço minhas reuniões em cafés, hotéis ou na biblioteca pública da cidade”, explica.
De terça a quinta-feira, a rotina da vida parlamentar na capital sueca começa às 8h.
“O dia de trabalho começa em geral com reuniões no café da manhã com associações de eleitores, ONGs ou empresas. Às 9h, temos as reuniões dos subcomitês e comitês do partido. Em seguida, normalmente me dedico a responder emails, manter conversas telefônicas ou escrever discursos, artigos e moções, por exemplo. Terça-feira é o dia em que todos os partidos políticos realizam convenções com todos os seus membros no Parlamento, na parte da tarde. Às quartas e quintas-feiras pela tarde, temos as sessões no plenário do Parlamento a partir das 16h”, descreve Josefsson.
O próprio Josefsson é responsável por organizar a agenda e divulgar suas atividades parlamentares nas redes sociais – já que, na Suécia, também não há verba para divulgação das atividades de mandato.
A ajuda que ele recebe do pool de assessores parlamentares é pontual: os assessores atuam principalmente junto aos líderes do partido e na assistência aos diferentes comitês do Parlamento. Um time de assessores de imprensa também auxilia os deputados nas relações com a mídia.

Sou membro do comitê de Habitação e Direitos Civis, e ali temos dois assessores que nos auxiliam em uma série de tarefas, como, por exemplo, trazer observações encaminhadas por organizações da sociedade civil sobre novas políticas, organizar reuniões, preparar moções e também intermediar nossas negociações com outros partidos do Parlamento”, explica.
Para fundamentar suas propostas e moções, Josefsson recorre ao Serviço de Pesquisas do Parlamento (RUT- Riksdagens utredningstjänst): diferentemente do que ocorre no Brasil, na Suécia os deputados não recebem verba extra para contratar consultorias externas.
Com atribuições semelhantes à Consultoria Legislativa do Congresso brasileiro, o RUT é um órgão do Parlamento sueco que reúne economistas, cientistas políticos, juristas e especialistas em diversas áreas – todos a serviço dos 349 parlamentares de todos os partidos.
“Os consultores do Serviço de Pesquisas do Parlamento são altamente capacitados, e quando um deputado usa o RUT para elaborar um projeto, todos sabem que o resultado é um produto profissional. Não é um serviço de consultoria qualquer”, aponta o cientista político e autor sueco Stig-Björn Ljunggren.
Estes consultores altamente especializados estão à disposição dos deputados para tarefas como pesquisas customizadas, assessoria financeira e jurídica, cálculos de estatísticas regionais e internacionais, e análises de consequências da aplicação de reformas e mudanças.
“Mas no dia a dia, todos nós, deputados, temos que cuidar de nossas próprias tarefas. Os assessores do partido não estão à nossa disposição para tarefas corriqueiras”, acrescenta o deputado.
Parlamentares sem autonomia
Os assessores do Parlamento sueco são divididos em três categorias: secretários políticos, assessores políticos e assessores de imprensa. Em seu conjunto, eles são chamados de secretariado do partido.
Os secretários políticos são uma espécie de versão mais qualificada dos estagiários que trabalham no Congresso americano e na Casa Branca: suas tarefas incluem atender telefonemas no anexo do partido no Parlamento, organizar reuniões, prestar auxílio na elaboração de projetos e preparar os parlamentares para visitas específicas a fábricas ou organizações sociais, por exemplo.
Já os assessores políticos devem ter expertise comprovada em campos específicos do conhecimento, a fim de prestar assessoria qualificada aos deputados que, em todos os partidos, atuam como porta-vozes em áreas como economia, agricultura ou questões relacionadas aos direitos da comunidade LGBT.
No caso do Partido Moderado, 16 dos 70 deputados da sigla desempenham a função de porta-vozes em diferentes áreas.
“Portanto, os assessores políticos trabalham majoritariamente com estes deputados, e também nos diferentes comitês parlamentares”, explica Tom Samuelsson, do secretariado do Partido Moderado.
‘Não é irreal fazer um Parlamento funcionar com uma quantidade limitada de assessores’, diz deputado David JosefssonJá os secretários políticos atendem, cada um, a cerca de cinco diferentes parlamentares do partido.
Nenhum deputado sueco pode escolher ou nomear assessores: o recrutamento é feito pelo partido, tanto através de anúncios públicos como pela seleção de candidatos qualificados em entidades ou empresas específicas, assim como nas diferentes organizações partidárias a nível regional.
“Os assessores parlamentares de imprensa, por exemplo, são geralmente recrutados entre profissionais dos principais veículos de mídia do país”, diz Samuelsson.
Não há uma proibição explícita de contratar amigos e parentes de deputados. Mas:
“Se um deputado do partido empregar a mulher, o irmão ou qualquer outro familiar, e que sobretudo não tenha qualificações para ocupar uma posição de assessor, posso dizer com cem por cento de segurança que a mídia irá descobrir e denunciar”, diz Thomas Larue, diretor de análise do Parlamento sueco. “E uma vez denunciado, este é um fato que não seria tolerado por nossa sociedade. Porque o sistema sueco é totalmente alicerçado no pilar fundamental da confiança social. E se algum político se comportar de maneira a violar este elemento de confiança, ele deve renunciar ao seu cargo.”
“Nunca ouvi falar em nenhum caso de parentes e amigos de políticos serem empregados como assessores parlamentares”, afirma Tom Samuelsson, do Partido Moderado (Moderaterna).
A verba de contratação cobre, a título de cálculo, o salário de um assessor por cada deputado, no valor de 63,1 mil coroas suecas (cerca de R$ 25 mil). Mas cada partido é livre para distribuir o valor da verba como quiser, de maneira a montar uma equipe de assistentes que melhor atenda às necessidades dos deputados. Assim, um partido pode ter até menos de um assessor por cada parlamentar: pode-se, por exemplo, destinar parte da verba de contratação de assessores para outras necessidades do partido.
No partido Social-Democrata – o maior da Suécia -, 95 assessores trabalham em conjunto para apoiar as atividades de 130 deputados. São, no total, 52 assessores políticos, 33 funcionários de apoio para questões políticas e de imprensa, e dez assistentes administrativos.
Também diferentemente do que ocorre no Brasil, assessores parlamentares suecos não têm direito a benefícios como auxílio-alimentação, auxílio-saúde, auxílio pré-escolar para filhos até seis anos de idade, salário-família e auxílio-transporte.
Número excessivo de assessores a que tem direito um parlamentar no Brasil parece um antiquado sistema de clãs, afirma cientista político e autor sueco Stig-Björn LjunggrenO salário dos deputados suecos é de 66,9 mil coroas suecas (cerca de R$ 27,7 mil). O único benefício extrassalarial comum a todos é o cartão anual que os parlamentares recebem para utilizar os transportes públicos. Apenas para os deputados com base eleitoral fora da capital, há uma diária de 110 coroas suecas (cerca de R$ 45) para os dias em que trabalham no Parlamento sueco.
Cargos fracionados no Senado brasileiro
No Brasil, cada deputado federal ganha um salário de R$ 33.763 e tem direito a R$ 111.675,59 por mês para pagar salários de até 25 secretários parlamentares, que trabalham para o mandato em Brasília ou nos Estados representados por esses políticos. Eles são contratados diretamente pelos deputados, com salários de R$ 1.025,12 a R$ 15.698,32.
Já no Senado do Brasil, cada gabinete tem uma composição básica formada por 12 assessores, sendo um deles motorista, com uma verba mensal total que varia entre os parlamentares de cada Estado. Mas o regimento da Casa permite que esses cargos nos gabinetes sejam fracionados em até 50 postos de trabalho (que na soma não podem exceder o custo do cargo dividido). Há, no entanto, senadores que encontram brechas na legislação e conseguem exceder esse limite, caso do tucano Izalci Lucas, com 85 funcionários.
“Não conheço o sistema político brasileiro, mas posso dizer o seguinte: se na Suécia nós não temos essa necessidade, isso demonstra que um parlamentar pode fazer a maior parte do seu trabalho por conta própria”, diz o deputado sueco David Josefsson.
“Sistemas políticos podem custar tanto quanto se queira gastar. E não penso que se você gastar muito dinheiro, vai ter um sistema político necessariamente melhor. Se tivéssemos muitos assessores, alguns deputados poderiam fazer mais coisas, mas provavelmente outros trabalhariam menos”, acrescenta ele.
Pode-se argumentar que seja mais complexo gerir o Congresso de um país de maiores dimensões como o Brasil, admite o cientista político e autor sueco Stig-Björn Ljunggren, com ressalvas.
“Mas o número excessivo de assessores particulares a que tem direito um parlamentar no Brasil parece mais ser uma expressão, a meu ver, de uma espécie de um antiquado sistema de clãs, em que um político emprega amigos, parentes e apoiadores. Como uma espécie de patrão e seus clientes. E isso soa muito estranho para qualquer pessoa que viva em uma sociedade baseada nos fundamentos da meritocracia”, ele diz.
Para o deputado David Josefsson, o que chama a atenção no Brasil é o número de assessores particulares à disposição integral de cada parlamentar:
“Parece muito”, ele diz. “Na minha opinião, caso os partidos recebessem mais recursos seria melhor utilizá-los na contratação de mais assessores especializados e de uso coletivo pelo partido para o desenvolvimento de políticas, e não para financiar assistentes pessoais para parlamentares”, observa Davidsson.
O outro lado da moeda, segundo o cientista político Stig-Björn Ljunggren, é que, no sistema sueco, quem manda no Parlamento são os partidos.
“Na Suécia, são os partidos que controlam a contratação de assessores, num sistema em que os deputados não possuem liberdade de escolha e não têm assessores particulares. Os partidos políticos suecos parecem, assim, ter tomado precauções para não tornar seus deputados demasiadamente independentes. Pois do contrário, eles poderiam começar a votar não mais em linha com a forma como os partidos querem que eles votem em suas diferentes proposições. Este é, na minha opinião, o problema do sistema sueco: ele é mais centralizado. Por outro lado, é um sistema que funciona muito bem, e muito melhor do que em países como o Brasil, onde parece existir uma outra forma de pensar a política”, avalia Ljunggren.
Sobre o senador brasileiro Izalci Lucas e seus 85 assessores, o cientista político diz:
“Parece maravilhoso – para ele. Me parece que este senhor já poderia se aposentar.”
