Enquanto a Câmara discute se simplesmente reforma – ao custo de R$ 700 mil a unidade – ou divide em dois os apartamentos funcionais de 225 metros quadrados, na Suécia os deputados federais se acomodam em apartamentos ou quitinetes de 18 a 40 metros quadrados. Em vez do conforto dos quatro quartos, sendo duas suítes – uma delas com banheiro da hidromassagem –, como ocorre no Brasil, os parlamentares suecos dormem num sofá-cama. Nada de despesas de TV a cabo, telefone ou manutenção à custa do contribuinte. Nada de funcionários.
Os apartamentos menores no país nórdico são do tamanho da área de serviço dos imóveis funcionais brasileiros. As informações sobre as acomodações dos parlamentares suecos são da jornalista brasileira Cláudia Wallin, que mora no país escandinavo há dez anos, autora de livro sobre o assunto e do site Cartas da Suécia. No Brasil, como mostrou o Congresso em Foco, a reforma dos apartamentos funcionais da Câmara já consumiu R$ 122 milhões.
Os deputados brasileiros recebem da Câmara eletrodomésticos como fogão, geladeira, microondas. Lá, os parlamentares não contam nem mesmo com máquina de lavar. Precisam marcar hora na lavanderia coletiva do bloco para lavar roupa suja. As cozinhas também são comunitárias, sem direito a qualquer empregado. Todos têm de seguir uma regra básica: deixar tudo limpo depois de usar.
Até a década de 90 não havia apartamento funcional na Suécia. Os deputados dormiam num sofá-cama no próprio gabinete parlamentar, de 18 metros quadrados. Até hoje, eles não têm direito a assessor nem secretária e não contam com carro nem motorista. Passagens aéreas, só para quem mora longe da capital. O primeiro-ministro segue a mesma rotina: lava e passa a própria roupa. O salário deles também é inferior ao de um congressista brasileiro: algo em torno de R$ 22 mil (62 mil coroas suecas). No Brasil, os parlamentares têm salário de R$ 33,7 mil.
Na Suécia, o parlamentar que não quiser morar em apartamento ou quitinete funcional pode alugar um imóvel por conta própria e cobrar do Parlamento o ressarcimento correspondente ao valor do aluguel. Nesse caso, os deputados recebem até 8 mil coroas suecas (cerca de R$ 2,8 mil) para custear a locação. A quantia é considerada relativamente baixa para a escassa oferta imobiliária do centro da capital, ressalta Cláudia Wallin em seu livro Um país sem excelências e mordomias, no qual aponta as diferenças entre o modo de viver entre autoridades dos dois países. Detalhe: se o deputado quiser levar outras pessoas para morar com ele, elas terão de arcar com metade do valor do aluguel. O Parlamento sueco é unicameral (não tem Senado), tem 349 parlamentares eleitos para mandato de quatro anos, que representam uma população de 10 milhões de habitantes.
