“Morte, impostos e parto – não existe nenhum momento conveniente para nada disso”, já disse a romancista americana Margaret Mitchell em “E o Vento Levou”. Mas fazer a declaração de renda na Suécia tornou-se uma tarefa fácil, rápida e tão mundana quanto enviar uma simples mensagem de texto via celular.
Quinze minutos: é esse o tempo que a maioria dos suecos leva em média para declarar o imposto de renda. A declaração já chega ao contribuinte previamente preenchida pelas autoridades fiscais, através de um sofisticado sistema de cruzamento de dados financeiros, bancários e patrimoniais do contribuinte. Basta então ao cidadão conferir os dados e enviar um simples SMS à Receita Federal sueca, a fim de oficializar a entrega da declaração.
“Só preciso de cinco minutos”, diz o brasileiro Fillipe Carvalho, que vive na Suécia. “Como a declaração já chega preenchida pelas autoridades fiscais e sempre está correta, tudo que eu necessito fazer é pegar meu celular e enviar um SMS ao Skatteverket (a Receita Federal sueca), confirmando os dados do meu imposto de renda”.
O sistema sueco funciona através de um poderoso banco de dados concentrado na Receita Federal: a cada mês de janeiro, todos os bancos, empregadores, instituições financeiras e até síndicos de condomínios devem enviar à autoridade fiscal informações detalhadas sobre dados como taxas de lucro, fundos de aplicação, empréstimos, bens, propriedades e salários pagos ao contribuinte.
Todas as informações e cálculos são então processados para o contribuinte, que recebe sua declaração de renda pré-preenchida tanto via correio como através do site da Receita Federal.
“Um sistema de imposto de renda deve ser simples para o cidadão, e principalmente justo”, resume Johan Schauman, um dos diretores da área de desenvolvimento de sistemas da Receita Federal sueca.
Desde a década de 90, a palavra de ordem da autoridade fiscal sueca tem sido simplificar a vida dos contribuintes, e facilitar a arrecadação de tributos. Em 1995, o Skatteverket começou a distribuir as declarações de renda já preenchidas – deixando à maior parte dos contribuintes a única tarefa de conferir, assinar e enviar.
A partir de 2002, foram lançados os serviços eletrônicos que permitem ao contribuinte receber a declaração de renda pré-preenchida, adicionar ou alterar informações e formalizar a entrega via computador, telefone, SMS ou através do app da Receita Federal.
A base do sistema é a informação detalhada sobre a vida financeira dos contribuintes. O Skatteverket concentra os dados sobre cada cidadão desde o berço: quando uma criança nasce na Suécia, o hospital informa a Receita Federal, que registra o nascimento e emite um número de identidade para o bebê. É o chamado personnummer (“número pessoal”), necessário para qualquer atividade praticada pelo cidadão no país.
“Sabemos qual é o salário de um contribuinte e quanto ele contribuiu na fonte, se ele vendeu ou comprou um imóvel, se tem aplicações financeiras, se tem dinheiro em seguro de capital, e assim por diante. Se um contribuinte paga pensão privada a bancos ou empresas de seguro, o que é passível de dedução no imposto, também fazemos este cálculo. Se um contribuinte obtém lucro com venda de ações, o banco ou instituição financeira em questão também tem a obrigação de informar a Receita Federal”, explica o diretor do Skatterverket.
Do universo de 7.6 milhões de contribuintes suecos em 2015, um total de 5.6 milhões enviaram suas declarações de renda através de uma simples confirmação dos dados pré-preenchidos pela Receita Federal – que pode ser feita via SMS, telefone, no app ou no site da autoridade fiscal.
“Se o contribuinte for por exemplo dono de uma empresa, como é o caso de 1.3 milhão de suecos, ele poderá ter que enviar informações adicionais. Mas também enviamos a ele a declaração de renda básica, pré-preenchida com as informações que recebemos das diferentes instituições de nosso sistema”, diz Johan Schauman.
Não há muito espaço para fraude, ele afirma:
“Temos acesso a uma imensa gama de informações, e podemos realizar cálculos eletrônicos para detectar imprecisões e incoerências, e investigar e questionar se necessário.”
O sistema também se vale de um frenético cruzamento de dados em relação às circunstâncias do mercado: se o mercado de ações teve alta de 4% em determinado período, por exemplo, os analistas da Receita Federal sueca levantam a sobrancelha para qualquer contribuinte que tenha declarado perdas. Na mesma linha de raciocínio, empresas que operam no mesmo setor têm seus dados comparados.
Mas pode-se confiar nas informações prestadas pelos bancos?
“Quando estive certa vez em Portugal, explicando nosso sistema para o diretor da autoridade fiscal portuguesa, ele me perguntou, um tanto perplexo, exatamente isso – ‘o que? vocês confiam nos bancos?’”, conta Schauman.
“Minha resposta foi que nosso sistema se alicerça em boas relações com os bancos, e em uma sociedade estável, baseada em um forte grau de confiança. A confiança social é um dos elementos-chave da sociedade sueca. Então, construímos também relações de confiança com os bancos, a fim de permitir a colaboração das instituições bancárias com a autoridade fiscal. Mas o Skatteverket também têm meios poderosos para controlar e verificar, sistematicamente, se as informações que os bancos nos dão são corretas. E eles sabem disso.”
Mais importante que o poder de controlar a arrecadação de impostos, porém – destaca Schauman -, é a forma como a Autoridade Fiscal sueca exerce esse controle.
“Nos anos 80, quando detectávamos alguma imprecisão na declaração de um contribuinte, enviávamos a ele longas cartas escritas em linguagem burocrática. Decidimos mudar aquilo. Passamos a nos comunicar com o contribuinte com uma linguagem de fácil entendimento, e de forma a fazê-lo sentir confiança no sistema. Quanto telefonamos para um contribuinte, nosso foco principal é buscar a compreensão de um eventual problema, e não fazer o contribuinte sentir-se ameaçado”, diz Johan Schauman.
A ideia central é não tratar os contribuintes como se fossem fraudadores em potencial.
“Partimos do pressuposto de que a maioria dos contribuintes quer fazer a coisa certa”, enfatiza Schauman. “E trabalhamos de forma constante e consistente para elevar o grau de confiança da população na autoridade fiscal.”
A estratégia tem produzido resultado: 83% dos suecos dizem ter confiança na Receita Federal, neste país em que pagar impostos é considerado comprar civilização.

Em média, a carga tributária na Suécia é de cerca de 45% do Produto Interno Bruto (PIB). Quem ganha menos, paga apenas os impostos municipais – que variam em torno de 30%, dependendo do local onde a pessoa vive. Quem tem rendimentos mais elevados, paga também os impostos federais, com alíquotas de até 25% sobre determinadas faixas de rendimento.
O imposto sobre o consumo é alto para todos: a taxa de valor agregado, da ordem de 25%, incide sobre a compra de alimentos e a maioria dos produtos e serviços em geral.
Em contrapartida, todos têm direito a serviços públicos de qualidade – como saúde e educação gratuita até à universidade -, e a uma ampla rede de proteção social que vai do berço ao túmulo.
“Nosso contrato social se baseia no consenso de que aqueles que ganham mais, contribuem com mais impostos para o bem-estar da sociedade como um todo. Quem tem rendimentos mais elevados, portanto, contribui com mais impostos, porque isto é importante para se construir uma sociedade justa.
A prática de se cobrar menos para não fornecer recibo, comum no Brasil entre profissionais liberais e prestadores de serviços, seria segundo ele impensável na Suécia:
“Se um dentista sueco oferecesse um preço menor pela consulta para não dar recibo, o paciente ficaria furioso. E diria a ele, ‘você não está contribuindo para as nossas escolas, a nossa polícia, os nossos hospitais e todos os serviços de que precisamos em nossa sociedade’”.
Em tese, diz Schauman, qualquer pessoa é capaz de burlar o sistema e cometer uma fraude na declaração. Mas um indivíduo é menos inclinado a burlar o fisco quando ele confia no sistema fiscal e político de um país, observa ele:
“A confiança da população, tanto na justiça das autoridades fiscais como no uso que os políticos farão de seu dinheiro, é fundamental para a eficiência do sistema tributário de uma sociedade”, observa Schauman.
Uma ditadura pode construir mecanismos de controle sobre uma sociedade, mas nunca será capaz de construir relações de confiança, observa Johan Schauman. Um governo repressivo pode tentar caçar e punir cada fraude fiscal do contribuinte – “mas isto será sempre um caminho mais difícil”, pondera Johan Schauman:
“O mais importante para um sistema de arrecadação fiscal é a percepção dos contribuintes de que o sistema, como um todo, é justo”.

No Brasil e um evento fazer declaração do ir, típico de países atrasados, aonde o Estado e mais opressor do que preventivo com o seu povo.
Estado opressor??? No Brasil eu não tenho que comprar álcool nas lojas do próprio governo que mantém seu monopólio de vendas na Suécia. No Brasil saúde pública é 100% gratuita não parcialmente paga como na Suécia. No Brasil eu posso beber álcool na rua, na Suécia não. No Brasil eu decido quando quero ver um médico, na Suécia precisa que um agente de saúde requisite a necessidade dessa visita. Cuidado com a síndrome de cachorro pitoco. Em nenhum país tudo é bom ou ruim. No caso dessa postagem sim, a declaração do imposto de renda é bem mais fácil aqui. Mas vc estaria disposto a pagar um mínimo de 31,5% do seu salário direto pra fonte? E progressivo- pode chegar a mais de 50%.

Fernanda Pompermaier, gratuidade não é sinônimo de qualidade. Saúde sem qualidade não oferece dignidade e o Brasil é prova disto. O problema dos impostos não é a sua existência, mas sua destinação. Já no quesito bebidas, nem entro no mérito.

Já aqui a declaração do IR é mais uma dor de cabeça!
Isso se deve ao fato que há uma série de “conveniências” para os sonegadores. Exemplo, “roubar” não é crime no Brasil, visto que enriquecimento ilícito não é crime. E para se lavar o dinheiro roubado seja das pessoas, empresas ou público compra-se e vende imóveis com valores falsos pra lavar dinheiro, sem renda e origem, ou apenas pra roubar com a sonegação, pois sonegar é roubar. Essa facilidade de declarar IR lá, só é possível porque o registro das operações financeiras e comercias e imobiliárias é mais transparente. Qual a razão de haver “Cartórios”, porque simplesmente o registro não é na prefeitura e diretamente registrado na RF.? simples pra dar “margem” a lavagem de dinheiro, laranjas, etc. Na Suécia pensam até em extinguir dinheiro em papel, pois assim some boa parte dos crimes.
E olha que os suecos pagam bastante impostos.

O problema disso funcionar no Brasil, é que o brasileiro no geral querem ter direitos, mas não liga muito para as obrigações. Isso em todas as situações.
Esses dias eu fiz a minha declaração de imposto de renda pelo aplicativo da receita federal no celular também. Inclusive, foi mais fácil do que eu imaginei, embora eu quase me confundi em alguns momentos. Acredito que a receita esteja sempre tentando simplificar o processo pra facilitar a arrecadação do imposto de renda, embora ainda não seja tão fácil quanto o processo realizado na Suécia. Obviamente, também gostaríamos de ver essa eficiência aplicada em outras áreas da administração pública.
Infelizmente, no Brasil, vemos muita gente querendo burlar a Receita… Quando pagamos algum serviço em um hospital ou clínica essas informações já vão para Receita… O sistema do IR já está conectado com o do plano de saúde tb… As tecnologias estão melhorando cada dia mais esse tipo de serviço… Quem sabe daqui há alguns anos estejamos assim tb?

Na verdade são exatamente os sonegadores que patrocinam os políticos corruptos e as fraudes. Basta ver que a sonegação chega a estratosfera de 500bilhões, o fraude da dívida pública quase 1trilhão. E não é só empresa grande, é pequena, média, grande, ruralistas, profissionais liberais, etc. Basta ver que a representação no congresso é composto por exatamente por empresários, ruralistas, etc. Além é claro do inJusticiário que recebem infindas gratificação, auxílios, etc sem pagar impostos. Ah! sim, foram este grupo imenso de ladrões que sairam de verde e amarelo, todos odiosos contra as muitas operação da PF que tem pego sonegadores. No entanto, como se acabou com a Zelotes, já se acabam no inJusticiário, outras investigações que envolvem eles mesmos.

A minha, acessando a Receita com certificado digital, vem como pré-preenchida, mas na verdade é apenas parcialmente preenchida.
A diferenca é ser de Primeiro Mundo ; onde a boa educação dada ao povo é o comeco de tudo.
Só tem um detalhe que parece que todos esquecem: nada disso é de graça. Aqui no Brasil, além claro dos políticos corruptos , o povo não quer fazer a parte dele, só quer receber.
Países de primeiro mundo não nasceram de primeiro mundo, conquistaram este lugar, com certeza deram a sua parte de sacrifício para chegar hoje a esta condição que de certa forma invejamos, mas nós quando somos chamados a trabalhar, a dividir, a ceder, a agir corretamente na nosso cotidiano, sabe aquelas pequenas corrupções que achamos que não dá nada tipo:
devolver o troco que recebeu a mais,
não furar filas,
não estacionar em vaga de deficiente nem em frente a garagens nem que seja por um segundo,
dar o lugar para os mais velhos,
não passar no sinal fechado etc etc etc … ah aí a coisa muda de figura.
Enquanto nós não aprendermos que a mudança que queremos tem que começar por nós, em nós, jamais sairemos da condição de país de terceiro mundo governados por políticos corruptos.
E não adianta chorar.

Ótimo saber como funciona na Suécia, mas é importante admitir que a cada ano a RFB vem aprimorando o seu sistema de arrecadação, declaração e cruzamento de dados.
Está cada ano mais simples e mais rápido fazer uma declaração de ajuste de PF.
Não posso falar pela PJ, mas até mesmo na Suécia a declaração de empresa é mais trabalhosa, evidentemente.
Aqui ja chegaria preenchida para roubar, como conta errada de botequim (se colar colou).

O diferencial dos suecos em relação aos brasileiros é “só” a educação! O “resto” é consequência natural … Estabelecer padrões de comparação entre sociedades tão diferentes não leva a nada. O Brasil não é a Suécia e nunca será!

Sim, mas aí o ideal seria utilizar uma referencia mais próxima de nossa realidade. A Suécia é um país de dimensão territorial pequena em comparação com o Brasil e com uma população bem menor! Numa realidade dessas as mudanças seriam muito mais fáceis de serem realizadas. Talvez devêssemos nos espelhar no Canadá ou em outro país de dimensões continentais.

Lá a Declaração do Imposto de Renda é simples, e o estado não rouba. Aqui se roubar e não se declara e tudo bem. Lá o Triplex estaria descoberto há 12 anos. Aqui só há rigor contra o trabalhador. Só é somente só.
Lá indice de sonegação é quase nulo, aq, os ricos corruptos 90% sonegam, a sonegação beira a 1 trilhão,
Aqui como lá a facilidade está na inovação tecnológica, simples assim!

e aqui eu tendo que justificar R$0,68 de multa por ter atrasado, deveria pagar no sabado, adiantei para segunda, o maior incovineinte é ouvir de um auditor que ganha R$52.000,00, se eu nao sabia que imposto tem que adiantar nunca postegar.
Quando a nação é alfabetizada e ónde só sobrevivem os políticos honestos, tudo torna-se simples e fácil e principalmente honesto por parte de todos.
Aqui isso não vai acontecer nunca, por que a coisa é feita para não funcionar como sempre, aqui rico, latifundiários e empresários não pagam impostos sonegam…..só a classe trabalhadora paga imposto por que os tem retidos na fonte, no seu contra-cheque.

O problema aqui é que o Governo combra antecipadamente e no final temos aquela trabalheira toda…Na Suécia, como em muitos paises, no final do ano fiscal se apura sua renda e se paga o que devido, a outra questão e que se paga alto lá fora mas vc tem os serviços publicos de qualidade.

Aí eu fico pensando, e se a pessoa resolve deixar por isso mesmo: “já que o empregador diz que não recebi, eu não declaro”….Até chegarmos ao nível de primeiro mundo falta muita educação básica e exemplo de ética.

Bom, eu nunca morei e nem viajei para fora do Brasil, mas vejo pelas notícias que existe uma grande diferença entre o cidadão sueco e o brasileiro.
Enquanto o primeiro vive em uma sociedade inclusiva e sente orgulho em pagar seus impostos porque obtém um retorno para o quantum foi despendido, no Brasil a sensação é outra, nos sentimos ludibriados pelos governantes que estão sempre tentando favorecer o grupo A, B ou C e pra isso acabam escorchando o contribuinte.
Assim, e quase impossível se sentir um cidadão é se busca mil e umas artimanhas para burlar o fisco e a legislação tributária!
Qualquer cidadão europeu é completamente diferente do Brasil, eles tem cultura e nós só temos curral eleitoral.
Um país com o nosso potencial sendo administrado por um sistema politico semelhante cuja sociedade seguindo os mesmos parametros dos Suecos seria o ideal. Há um caminho, o problema no Brasil é destituir as pessoas desses ideais espúrios classistas e de separatismos tão recorrente em nossa atualidade. Quando vejo um parlamentar fazer menção a Republica de Santa Catarina, enxergo com pesar o quanto estamos distantes dessa realidade mas se não disseminarmos nossas ideias vamos dar nossa parcela de contribuição a esse sistema politico brasileiro alvisseiro e mentiroso.
Estamos evoluindo e muito… E é assim mesmo, tudo precisa de tempo pra maturar e ficar a contento da maioria dos cidadãos de bem !
