Deputados suecos não recebem verba indenizatória para aluguel e manutenção de escritórios políticos em suas bases eleitorais – nem para alimentação, locação de móveis e equipamentos, material de expediente, assinatura de TV a cabo ou assinatura de publicações nas suas regiões de origem.Quando estão em suas regiões, os parlamentares usam a sede local do partido, ou a biblioteca pública, para trabalhar e fazer reuniões.
”Ou a própria casa deles”, diz Anna Aspegren, a chefe do departamento que controla as despesas dos deputados.
Em certos casos, um deputado pode solicitar dedução no imposto de renda por gastos diretamente relacionados ao exercício do mandato parlamentar. O que não significa que vá receber:
”Há pouco tempo, uma deputada comprou uma câmera digital e pediu abatimento no imposto de renda, argumentando que precisou comprar a câmera a fim de postar na internet fotografias relacionadas ao seu trabalho como parlamentar. Mas o Skatteverket (a Autoridade Fiscal sueca) negou”, conta Ömer Oguz, da assessoria de imprensa do partido Social-Democrata.

A telefonista informa que a deputada está fora do gabinete, e segue o protocolo usual: sem perguntar minha identidade, ela se oferece para conectar a ligação diretamente para o telefone celular de Rossana. É a própria deputada que atende o telefone.
Nascida em 1974 no Chile, Rossana tinha oito meses de idade quando chegou à Suécia, onde os pais se refugiaram após o golpe militar de 1973 contra o governo do presidente chileno Salvador Allende. Desde 2002 ela é eleita deputada pela região de Västra Götaland, no sudoeste do país. . Aonde a senhora trabalha quando está em sua base eleitoral?
”Trabalho de casa. Tenho meu laptop e celular, que o Parlamento fornece a todos os deputados. Para me reunir com membros do meu partido, uso a sede local do partido e a biblioteca pública. Nenhum deputado tem gabinete próprio na sede do partido, mas todos podem usar as instalações para fazer reuniões. Também costumamos nos encontrar em caféis locais.” . Tem alguma verba para refeição quando está a trabalho em sua região?
”Não, uso o meu próprio salário. Ganho um bom salário, e posso perfeitamente pagar pela minha comida ou por um café com bullar (os pães doces suecos).” . Tem verba para material de escritório na sua região?
”Não, não é tão caro assim comprar papel e outras coisas. Posso comprar meu próprio papel com meu salário. Mas quando preciso imprimir grandes quantidades ou preparar material mais específico, tenho acesso a isto no Parlamento, onde trabalho durante a maior parte da semana.” . Tem algum assistente à sua disposição?
”Tenho um assistente parlamentar na capital, que divido com outros colegas. Os assistentes não têm transporte nem acomodação paga para se deslocar para outras regiões do país, mas não vejo problema nenhum nisso. Se preciso de alguma coisa quando estou na minha região, telefono para nosso assistente na capital.” . Como encontra os eleitores e cidadãos em geral?
”Organizamos encontros e eventos em diversas cidades da região. Mas principalmente, conversamos com eleitores visitando escolas, centros de saúde, fábricas e outros locais de trabalho, para discutir seus problemas, conhecer suas condições, buscar melhorias e informá-los sobre as atividades que eu e meus colegas de partido desenvolvemos no Parlamento. É a forma mais eficiente.” . A senhora tem transporte à sua disposição para percorrer estes locais?
”Não. Uso o meu próprio carro, informo às autoridades parlamentares quantos quilômetros percorri, e sou reembolsada pelos gastos com combustível. Tenho também o cartão anual para usar gratuitamente os transportes públicos, como trem, ônibus e metrô. O Parlamento também paga acomodação em hotel, quando eu necessito.” . A senhora tem acesso a verba para TV a cabo ou outro benefício para trabalhar de casa em sua região?
”Não, pago pela minha própria TV a cabo. Moro num apartamento que alugo com meu salário, e conheço todos os vizinhos, cidadãos comuns com seus problemas. Historicamente, os políticos sempre estiveram próximos dos eleitores na Suécia. Vivemos como qualquer pessoa. Cozinho a minha própria comida, é claro, e cuido da casa e das crianças. Tenho dois filhos, de quatro e oito anos de idade. As pessoas na Suécia nunca aceitariam privilégios para políticos. E é importante saber que a política depende em grande parte do grau de confiança que as pessoas têm no sistema”, diz Rossana.
